remember: PGP and GnuPG
are first and foremost tools for authentication encrypting all messages automatically, while helpful, is not the principle issue. the principle issue is stopping fraud that is facilitated by a lack of authentication. you may notice that SSL/TLS has not really achieved reliable authentication by way of their WoT model: once a signing certificate has been stolen it is not clear how many identities might be at risk . this is why the attack surface need to be minimized it seems clear to me that not everyone will want to participate in a tightened model and at the same time it may be most everyone who is in need of authentication services . i don't see how this can be accomplished unless users generally are able to get their public keys certified -- at the DMV perhaps, or at the Credit Union,.... dunno . but authentication is the issue . Yes, you can get people who have no interest in encryption and authentication and don't see why they should be of importance to them, to use them ... if they are a transparent integral part of the infrastructure that's active by default and Just Works behind the scenes, without them having to do anything to make it happen. But if they have to use a specific add-on to a specific mail client, and install supporting software, and generate and publish keys, to do something optional and extra that they don't see any good reason why they should do in the first place....Nope.
