Anyone who says "it's just a tool" is someone who has apparently never
heard the phrase, "use the right tool for the job."

C's a tool.  Sure.  Of course.  But that doesn't mean anything.  The
question is whether it's the right tool for the job, and whether it's
being used competently.

Yep.  And if you insist on using a microwave oven as a socket wrench,
you're going to make an awful mess.

The original reason why programmers loved C was because it helped avoid
the morass of problems involved in writing Assembly code.  And back
then, these exact same arguments were used.  "It's a poor programmer
that blames his tools.  Use Assembly and stop blaming it for its faults."

As for me, I'm grateful the microwave oven exists and maybe I'll use it
to fix a burrito tonight.  But for now, I'll take the socket wrench.

There are good reasons we haven't gone that route so far.  Perhaps you
might want to ask, "So why aren't we using GPGME?" before opining about
how we should be using GPGME?  :)
