On #edevelop channel, 89 people are connected now. Being connected on
irc doesn't mean anything if you don't use it.

I don't see your point. You can develop in many projects if you want.
But I don't understand why one should have a general commit access if he
only contributes to tools.
The access per repo would help to make all this system cleaner. And it
would help people, that are not enough confident to modify the core, to
contribute to side projects.
