I use E-conf for that! With E-conf, I was able to get all the shortcuts in
E and customize them to suit my need. 

I know that some people would tell me that e-conf is not supported! Well
it (enlightenment-conf-0.15-9.i386.rpm)  works fine in the latest E16 and
I could configure besides the keys a lot of things effortlessly. E-conf
has a nice GUI so there's no problem finding your way out! :-)

It's a pity that it is not maintained though.
