yes, I see that in your case applications are always translated, and menus are
translated only if you don't use the default menu structure.

in my case menus are the same, ie untranslated using default menu and
translated using debian menu, but applications are _never_ translated, no
matter what menu I'm using :(

I guess you used lucid before without problems, right?

I don't understand the reason for this partial localization; I could
understand if nothing was translated, but why some things gets translated and
some others don't?

I'm also seeing you are able to use connman; do you run a daemon for it to
work? I've looked in /opt/e17/bin, but the only executable related to connman
is e_dbus_connman_test.
