After poking around, I found that my kernel and xorg drivers were old,
and better drivers were available.  I upgraded to ubuntu 10.10, which
gives me a newer kernel (2.5.35) and a newer version of the intel xorg
driver (2.12).

I'm still not able to get a transparent ibar in a shelf without
composite enabled, but the composite performance is now great.
