Umm, I dunno, it builds just fine on Debian Stable. https://github.com/mjtorn/e17build is my builder script, it builds it under /opt/e19/. I should have more time in the next year... There was e18 in between and e20 is in alpha, so I wouldn't go so far as saying that e19 isn't end-user-friendly. I think my glitches came from the fact I've been carrying my ~/.e/ around since e17 and automatic updates for the conf files didn't exist way back.
