I'm not sure if, what you describe is the same problem I had in march.
In march I had the problem that all my extensions, that I install
together wtih ff were disabled by default. Regardless which scopes I
set. They all worked in ff38.
After a comment from Mike that this was changed in FF40, I found an
article by searching for infos about enabling extensions in the last 4
months and stumbled upon an article in the "Archive of obsolete content":

I don't understand why this is marked as archived?
And what to do on non-windows systems?
But it seems to work!
Important: For automatic installations by setting autodisablescopes, the
filename of the xpi should be the id!
If not, extensions can be installed but the autodisablescope doesn't
seems to work.
