If you have a cfg file called by an autoconfig.js,
You can put these lines inside it:
pref("browser.policies.runOncePerModification.displayMenuBar", true);
pref("browser.policies.runOncePerModification.displayBookmarksToolbar", true);

Objet : [Mozilla Enterprise] Turn on menu bars programmatically
Is there a way to turn on menu bar and bookmarks toolbar programmatically if
the user turns it off? I keep getting users who turn it off, and then can't
find things they need. I'm not sure if it's the update that does this, or if
they are clicking/pressing something, but I'd like a way to force it on at
every login.
