fifth option: reset each start to default but allow change while using.
IE. pref, defaultpref and lockpref as in autoconfig -method.

So when I added menubar and bookmarks bar to policy, I set them once and
then a user can choose to turn them off and they stay off.
Do folks think this is wrong? Should they stay on if policy sets them on?

Is there a way to turn on menu bar and bookmarks toolbar
programmatically if the user turns it off? I keep getting users who
turn it off, and then can't find things they need. I'm not sure if
it's the update that does this, or if they are clicking/pressing
something, but I'd like a way to force it on at every login.
