It's nice to give users the option, but in my experience, most of them
turn them off by mistake and then can't figure out how to get them back
on, and it's a phone call/remote session.
I'd like the option to force them on permanently.

Is there a way to turn on menu bar and bookmarks toolbar
programmatically if the user turns it off? I keep getting users
who turn it off, and then can't find things they need. I'm not
sure if it's the update that does this, or if they are
clicking/pressing something, but I'd like a way to force it on at
every login.
