It is most likely created by our internet library, not by the IE control.
I'll reiterate though, I don't consider Entourage's behavior to be a bug.
There is no requirement I know of to keep that file open while it's in the
temporary items folder. Our behavior just keeps a utility that tries to
work around an Apple bug from working. Hopefully Apple's bug will be fixed
in 9.1 and it won't be an issue.
