Um, I've a vague recollection that this can also be the "Internet
Preferences" file in the Preferences folder.

This is the file that used to be associated with "Internet Config" before
Apple folded it into the system with the Internet Control Panel.

Most Internet related applications store bits and pieces of "common"
configuration information in there.  Sometimes some of the bits and pieces
get corrupted and generate the above error (but only if the application in
question attempts to access that particular bit which is corrupted).

To verify whether or not this is the file in question, move "Internet
Preferences" out of the Preferences folder and restart.  Then launch
Entourage.

If the error goes away, that was the problem.  If not, put it back and keep
looking.
