Because these files "just happen" to be in a standard format.
And I know that the current implementation of the mbox file isn't in the
correct standard format (although it's close and I imagine it'll be fixed
shortly)...and I've never examined an Entourage 'vCrd' file.
In short, these files are OE/E'rage files. And there's absolutely nothing
that implies any obligation on the part of the developers to not change the
format of the various files since they're "internal files".
Granted...the 'M822' will probably always be either an RFC-822 message or an
mbox compatible text file.
But it is all based upon an assumption...

I've listed two formats that are likely to be exchanged.
Entourage itself doesn't "exchange" these files.

I would assume that both are text files. A mbox file certainly is...but I'm
only assuming for a vcard.
I'd hope that the Windows registry had got around to having standard
extensions for both mbox and vcard files...however, that's not my beat.

informative in this regard and claims .mbx (and at least a half-dozen
others) and .vcf.
The "right" answer, for your purposes, is going to be mostly dependent upon
your environment.
