I believe that it's shared between OE and (the old version of) Excel.
It's not needed for Office 2001, but if you've any other MS applications,
you should try running those after "hiding" it.

I'm not familiar with a .mht file.
I also note that Entourage won't actually open a RFC822 file. Although it
will import one. So, mapping RFC822 files to Entourage is somewhat
nonsensical.
Of course, I also note that I've requested that Entourage be capable of
opening, or at least automatically importing, text files that it recognizes
as RFC822 messages or mbox formatted files.
