Actually, I discovered differently. However, the trick that I found will not allow links to be opened in OS 9.

What I did is open the Internet Config control panel (I did it in Classic mode, but it doesn’t matter) and choose the OmniWeb.app file as the web browser. You could do the same thing with the OS X version of Internet Explorer, I am certain.
