You could instead set Tex-Edit Plus or BBEdit (OS X versions) as your default text editor by selecting one of them as the default Application for TEXT files in Show Info. I don't know BBEdit, but i imagine it's the same as TE+: you can set its save preferences to save as TEXT or several other file types with any number of creator codes (but not as .rtf with TextEdit - at least not the version I have), so you don't get that dialog.
