Drag it to the finder first.  Then right-click (or control click for those
who haven't bought a two button mouse yet) and you will see the contextual
menu you need.

Alternatively, I think just dragging the VCF file to the Finder and then
dragging it back to the Entourage address book will work, but I have not
tried this myself.
