I wasn't clear in my effort to type fewer words. That's part of notification tab -> under the notifications section - what I meant by saying "I turned off all notifications." I also had notifications turned off. If the word notifications appears, I'd turned it off before bothering everyone about it. All in vain. But... I SOLVED the problem. In the notifications section of Prefs, I clicked the Reset button. That cleared the prefs so they took hold. No more bouncing. I'm very happy.
