Others have mentioned turning off "animate icon" for mail notification;
that's good as far as it goes. The icon can still bounce, however, if you
get some kind of error, such as a temporary outage at some ISP that keeps
you from getting mail. If, like me, you check mail every 5 minutes, and
don't want to bother turning off the checkbox in the account to include in
Send and Receive All...you can disable all Dock icon bouncing with "Dock
Detox." Run this app, and the icons won't bounce until you restart. Put Dock
Detox into your Login Items and the bouncing goes away forever.
