In this case, you want to create the event with the Los Angeles time zone.
You do this from the "Time Zone" sub menu of the Event menu when creating an event. I've found that I can only create events with a different time zone if I will be in that time zone when the event occurs. I'm in New York and I create a dinner appointment for an evening next week when I will be in Los Angeles at a trade show. When I get to Los Angeles, I adjust my system clock with the date/time control panel. The event in the calendar does not take note of the system change, is just adjusts itself backward from the current time. The feature needs work.
