AppleDouble is the reason, although not necessarily a 'problem'. AppleDouble encodes the data and resource forks of a file as separate files; on a Mac they're combined back into one file, but Windows doesn't know what to do with the resource fork, so the recipient gets two 'files'. The resource fork (in this case) isn't necessary and can be discarded.
