There's actually an easier way this can be done.  Create the outgoing rule
Beth suggested, to begin with, and then open your Sent Items folder.  Go to
Edit -> Select All, and then go to Message -> Apply Rule -> Remove
Attachments.  All attachments present in the Sent Items folder will be
removed.

If you only plan on doing this manually, I would create the rule Beth
suggested, but uncheck the "Enabled" box.  Then, it won't run when you send
messages, but it will when you run it using the menu command.  However, I
think Beth's idea of enabling the rule so that it is applied automatically
when you send the message is ideal.
