I haven't used the ancient 2001 version in 2 1/2 years. I thought that the second option only came in with X. Possibly it came in with 2001 SR-1, or maybe it had it from the beginning. It mostly prevents or allows websites from confirming your email address (thus increasing your value to spammers) in HTML code tucked into the webpage code.
