Sounds were made softer for 2004 on purpose. There were lots of complaints about their being too loud in X and being very annoying. Although I was not one of the complainers, I've discovered I prefer the new level. I can hear the sounds fine when I'm at the computer but they don't annoy me when I'm in the next room (because I don't hear them).
