It's always been possible to create complex documents in Word: imbedded images, tables, etc. Now, if one does that, and then selects File/Send to... -> Mail Recipient (as HTML), a complex HTML message is generated. Once generated, it doesn't seem to be possible to change it other than add a recipient and subject.

I obviously don't know for sure, but I think this is how the new Entourage welcome message was created.

Yes. You can now make Complex HTML messages - without even knowing any HTML code - by writing and editing in Word 2004, then selecting File/Send to/ Mail Recipient (as HTML) and off it goes to Entourage. As you say, it cannot be further edited in Entourage - you have to do it in Word.

PLEASE always state which version of Entourage you are using - **2004**, X  or 2001. It's often impossible to answer your questions otherwise.
