It is probably overkill, but I had zeroed onto the lack of a Subject Header. And not wanting to delete legitimate messages that did not have a Subject header I qualified it with the lack of both the To and From headers. Maybe I'll try using just the lack of the From header, and see if that works.

The delete rule is now the second rule being run (after a rule that moves emails from family and friends into a separate folder) and still doesn't work. The move rules follow after the delete rule and still work.
