What would Richard do with the tcpflow results?

Chances are that his dialup ISP for home requires either 1) Receive before
send or 2) SMTP Authentication.

1) id unlikely if it happens every time he tries to send, even after a
successful Receive.

So check 2): go to Tools/Accounts/[that account]/Edit, and press the button
"Click here for advanced sending options". Click "SMTP server requires
authentication" and leave the sub item selected at "Use same settings as
receiving server". [Alternately, if these options are already selected, try
turning the first one off.]

Try this first.
