If I understand the problem correctly, he needs to set up an smtp account (at smtp.com - 9.99/month) - very easy. Then he goes into his account settings and changes outgoing to "smtp.com" and clicks on "options" to make "smtp authentication" valid (or similar) - the smtp web site explains all of this really well - takes 10 mins to get up and running.
Common problem when operating remotely that you cannot send, but can receive. It took me ages to work out.
