It's not exactly harmless. If you sync your calendar to a Smartphone (Treo) and with an Exchange Server, it is quite simple to have an event time shifted to the current time zone of the Smartphone.
I recently traveled from PDT to EDT and back. I'm still finding events that got moved by 3 hours.
