We ran into this exact same issue a while ago and someone here (Diane, IIRC) told me to look at the Mailing List Manager: Go to the Tools menu > Mailing List Manager and check for any rules that the user doesn't recognize. If you see any, delete them. What was happening in our case was that MLM rules were created when the user marked messages that Entourage had falsely identified as spam with the "Classify all messages sent from the sender's domain as 'not junk'" option. I expect this is a bug - it's certainly not an obvious feature or documented anywhere that I could find.
