That is a honey locust. Water locust does not peel like that. I am heading out to Springton Manor today to measure the king and queen white oaks. It is an original Penn Charter farm that is part of the Chester Co. parks system now. I am also going to look for four other big oaks in this same township that are listed in the Penn charter tree book. Should be a good day.
