"Commonwealth" implies (by definition and by past history in 
Massachusetts) a resource that can be exploited.

I like the idea of using a name less related to state boundaries and 
more related to the locale and Native American history. I can also see 
there is a "real politic" aspect to using a name that refers directly to 
the state (ie: DCR, state reps etc.).
