There could be a couple of factors. First of all this was a small notch near the southern extent of their range and therefore, these trees were not extremely tall. Also it did not seem that ALL the redwoods were burned to the top. I've never seen such growth on any tree really, but then again I'm a bit new to this dendrological world.

The fire reached the crown and you can see fresh green growth from the top to nearly ground level. Very interesting dichotomy between the blackened trunk and lush regrowth.
