Yes, small towns are usually not included. Witness the caveat : " 250 major weather stations in the continental US, these five have an annual mean temperature below 40 °F (4.4 °C):". Embarrass, Tower, Big Piney, Pinedale, etc. and other small towns have average annual temperatures under 40 degrees F. Idaho has some wickedly cold places that don't get reported. Idaho is one of the states that has recorded a -60F. As much as I browse the weather data, I had not see the stats on Stanley, ID before.
