Yes, small towns are usually not included. Witness the caveat : " 250 major 
weather stations in the continental US, these five have an annual mean 
temperature below 40 °F (4.4 °C):". 


Embarrass, Tower, Big Piney, Pinedale, etc. and other small towns have average 
annual temperatures under 40 degrees F. Idaho has some wickedly cold places 
that don't get reported. Idaho is one of the states that has recorded a -60F. 
As much as I browse the weather data, I had not see the stats on Stanley, ID 
before.

Tower and Embarrass are certainly colder than International Falls, which 
is included in one of the tables. As usual, small towns (under 1000 
people) and remote weather stations are not included for the Midwest, 
but are included for other parts of the country. 

Today's snow cover map finally shows 1-2 cm of "snowpack" in parts of 
northern MN, Upper Michigan, and the north side of Lake Superior. With 
the increase in albedo up there, we should be able to get some cold 
weather soon.
