Canon can pan in both vertical and horizontal directions too. (well those
IS lenses than have the 2 modes). And in that panning mode it also detects
the direction of panning automatically. Wonder how ti works if it can not
detect the direction... maybe it corrects both directions, maybe not.
Impossible to say from outside Canon (they probably won't tell...), but
one could try handholding mode 1 against mode 2 at the limits and to a
stationary subject to see what happens if you leave IS to mode 2 all the
time.

Canons reasons for 2 stops have been in their books (the graph) and if
Nikon found any reason to go say 3 stops, of course they had to say that.
Canon would have done the same. One can not really take those numbers as
any truth. Only way is to test them personally (or read a review where
one person has tested both equally).
