My guess would be that it uses a piezo element, similsr that is used in
helicopters to control the rear rotor, i.e. a change in direction creates an
unbalance of currents on different sides of the element. This current can be
transferred to the control system to counteract the motion.

Canon have been known to be conservative in their statements (which I
personally eppreciate in this world of marketing hypes). As stated before
inthis list the true amount probably is relative to the real amount of
shake, i.e. the stadiness of the hand that is holding the lens. For me it
would probably be 2 stops for either system, for someone else 3 stops.
