The .31 meters is the distance from the film plane to the focus plane at 1:1. If you subract the depth of the lens and camera body from the 12.2 inches, you get 5.9 inches. Of course this is all IIRC. The distance limiter is "off" when set to .31m to infinity. It is "off" in this situation because it is not limiting the focus distance at all.
