My wild-assed guess: It's a goof and should have said  W98 or a
pre-installed W95 with USB support.

W98 had USB support in it from the get-go, but W95 didn't.  A
USB-supporting W95 is available only in a pre-installed OEM release -- not
through an upgrade.
