The information "High Precision" and "Normal Precision" focussing
limitation on the EOS 3 is in Bob Atkin's EOS FAQ:

For the EOS 1v, consult:

In summary, on the EOS 1v, for lens effective-aperture:
f/8 or faster:   central horizontal-only
f/5.6 or faster: all sensors horizontal-only
f/4 or faster:   central H&V sensor, remaining 44 sensors H-only
f/2.8 or faster: 7 H&V sensors, remaining 38 sensors H-only

I cannot find official Canon specification about the Elan 7E AF:

It would seem that all Elan 7 sensors are operational down to f/5.6
even the cross-type central sensor. (At least on my camera).

So, if you want to get Cross-type AF on lenses such as the
EF 28-135mm f/3.5-5.6 IS USM and the EF 100-400mm f/4.5-5.6L IS USM
you need to look at the Elan 7=EOS 30=EOS 7  Or perhaps the EOS 5
if you can put if with IS conking out with CF-4.
