I have the 28-135 IS, and I think IS is the greatest thing since sliced
bread!  It's a pretty sharp lens, at least mine is, and the IS makes up
for about 3 stops hand held.  Of course, you can't blow out a background
as well as an f2.8 will, but life is full of compromises.  One thing I
think I've noticed, due to posts about this lens, is that Canon may not
be doing the best job of quality control. some rave abut the sharpness
of it, others are disgusted by its lack thereof, and others seem to be
somewhere in the middle.  There may be a large range that fit within
tolerance.
Another lens to consider, if you don't want to lay down a bunch of cash,
is the Sigma 28-105 f2.8-4.  My wife replaced her "crappy" 28-80 with
this lens, and there was a remarkable improvement in sharpness.  The
28-80 she had was so mad, she could see the lack of sharpness when she
shot infrared!
I notice that the lenses you listed are considerably more expensive than
this, and single aperture, but it may be an option to explore, if not
for you, maybe someone else reading this list.
