I suppose it's possible to get one of the manual cutters many labs used--in fact
now that I think of it, I should probably try to find out what prices for
something like that are--but I just sit over a small lightbox and carefully cut
the strips using a pair of small high-precision German scissors. With a little
practice it isn't too difficult to not chop off the edge of an image. I find
having a good light source to work over indespensible though, and I wear a nylon
photo glove on my left hand for handling the film. My personal technique is to
pull the film out of its sleeve six frames at a time, and spread the film
between two pairs of fingers--the strip of five is held between my first and
second finger, while the part thats closest to the sleeve is held between the
thumb and third finger. By doing this while holding the film over the lightbox,
I get a good view of the space between frames. I still miss sometimes though, so
a film cutter might be a worthwhile investment. A quick web search reveals that
the Swiss firm Gepe (known for their slide mounts) offers several cutters, but I
find no prices:

Since B&H carries the Gepe slide mounts, maybe they have the cutters too; and if
Henry happens to read this, perhaps he'll give us the scoop. :-)
Ah! B&H has, as a special-order item, the Gepe 35mm AC ill cutter/viewer 8008
for US$120! It looks as though it may be useful only for slides though:
