I believe that the glass in front of the body is more important than the
body so I try to stay with Canon glass.  So far I have with a 300 f/4L
being my longest lens right now.

Having said that, I have been told the best of the non-Canon long lenses
is the Sigma 400 f/5.6 HSM.  Note the HSM.....

You might consider the used departments of places like B&H or Adorama,
or Camera World of Oregon.  Then there is KEH, a shop specializing in
used gear. You may be able to get a Canon EF 400mm f/5.6 USM in your
price range
