I agree partly but often the lighting *is* changing too fast.
E.g. subject in sunlight, in shadow, faces in shadow, subject
enters a car (and you need to take some shots before the door
closes). And all the time you need to walk/run and think of the
background and framing etc.

So most of the time I would need to concentrate on the subject
so checking and adjusting the manual exposure would be too slow.
But in fact I use autoexposure much like manual mode by locking
it with the shutter button.

With negative film you might manage better with constant exposure
(M mode).

No there isn't "such a setting" but I quess there is something
like you described. Fixing the shutter speed automatically (when
the flash is ready) is not really an answer but if it works in
P-mode (thus effectively P-mode would become the Tv-mode when flash
is ready) might be useful in some cases.

Luckily I haven't needed to shoot weddings or such lately.
Weddings was used just as an example here anyway.

I stopped using "M-mode" as my preferred mode (I still use it
sometimes) when I stopped using Canon FTb as my main camera some
decades ago... Some automatic mode with exposure lock makes it
much easier and faster.
