No, it limits minimum shutter speed to 1/60th second,
regardless of focal length.

TV mode, like AV, is designed for fill flash. You set
the shutter speed, the camera chooses an aperture to
properly expose the overall image, then the flash
fires as necessary to ensure the subject is properly exposed.
