Help!

The built-in flash on my EOS 5 isn't popping up either
in the green pic mode when conditions warrant, or when
I press the flash button on the top left side of the
camera in the creative modes (ie P, Av, Tv, etc).  I'd
been using my 300EZ flash just prior.

When I press the flash button in the creative modes,
the LCD panel goes blank except for the flash
compensation scale, and I can use the knurled wheel
under my forefinger to adjust the compensation amount.
 This sounds normal, except you're only supposed to be
able to do this AFTER the flash has already popped up,
which it hasn't done.

Has anyone experience with this?  I'm hoping it's a
blunder on my part and some simple solution re:
configuration of the camera's functions can be reset; 
otherwise I fear an expensive trip to a service
center.  In that case, does anyone have a
recommendation?  I live in Massachusetts.  Thanks in
