I agree with you to some extend. But also consider
that for many kinds of photgraphy a tripod is not a
proper technique as you would have missed the shot a
long time before you have setup your camera (if
possible at all).
Also, unless you need shallow DOF, a brighter
viewfinder, or need to use the middle AF point to take
advantage of the cross-sensor the 2.8 won't help
anything more then IS. Actually, if you want max DOF
then you are even better of with the IS lens. In
addition to that when you stop down the difference
between the two lenses becomes even smaller.
So, it really depends on what kind of shooting you do.
