Without commenting on this idea in particular, I would just say that it 
seems to me the aim is to stabilize the tripod, since we will assume 
that the camera/lens is solidly attached to it in some manner. Along 
these lines it seems to me that stabilization will be better with a 
lower center of gravity, so I would thing hanging something from the 
center post (like a weighty camera bag) would be a better option, if 
practical. It might also be possible to brace the legs in some 
way--doesn't Manfrotto make such a device? Another possiblity is a brace 
that attaches to a tripod leg and to the camera lens (I know Manfrotto 
makes one of these). In the example above, in the absence of a 
center-post hook it might be better to hang the bags from the area 
around the top of the tripod legs (where the head attaches) than from 
the lens.
