Help!!

I'm currently using an EOS3 and 550EX speedlite, and am new to using Canon
flashes. My problem is that whenever I use the flash, say on the P setting,
using ETTL, I can only ever get a reading of 1/60th at F3.5 or 4, using a
28-105 USM. Whilst the exposures are correct, it's hardly very flexible.
Additionally, if I use shutter priority, the camera will indicate under
exposure when I try to set a faster shutter speed than 1/60th. When I use
Aperture priority, the camera indicates the correct exposure for a non-flas
shot. The camera/flash handbooks are of little use. If I set the shutter
speed and apertures manually, will the flash give the correct exposure, and
is there a way of using the auto modes on the camera to be more flexible
when using flash?

Sorry if this sounds a really dumb question, but any help anyone can offer
would be really appreciated.
