I don't think this is technically possible. In order to shut down the flash as soon as the wanted amount of exposure is reached, you would have to read out the sensor continuously. But each readout will likely destroy the charge on the sensors pixels. The sensor can be used to evaluate a scene by using a preflash like with ETTL, though.
